Non-Payment of Employee Deductions Unconscionable - Green

Kingston, Jamaica: Deputy Spokesperson on Labour and Social Security, Floyd Green, today chastised the Government for its handling of the non - payment of employees deductions by the South East Regional Health Authority (SEHRA) and called upon the Authority to immediately rectify the situation.  He stated that this was the only conscionable thing for the government to do, and that if they continued to retain the worker's deductions for IMF accounting / reporting purposes, the only conclusion to draw would be that the government was again placing international obligations above the well-being of Jamaican workers.

The Deputy Spokesperson advised that the South Eastern Regional Health Authority (SERHA) admitted that it had not been paying over employees' deductions to their banks and other lending institutions after the issue was raised by Opposition Spokesperson on Finance, Audley Shaw during the Budget debate. In response, Minister Horace Dalley, the Minister with responsibility for the public service in the Ministry of Finance, indicated that he would convene a meeting with other ministry officials and technical and financial groups in the South East Regional Health Authority (SERHA) to address the concerns.

Mr Green said “There is no need for a meeting with Health workers, as suggested by Minister Dalley. What needs to happen is that the Minisitry of Finance of which Minister Dalley is a part, must immediately put the SEHRA in a position to honour its obligations to the workers”.  He continued: “It is wrong, unconscionable and smacks of illegality, for the Government to remove monies from employee’s salaries for specific purposes and then not pay over those sums” continued Green.

“It appears the Administration does not understand or care about the severe difficulties being faced by our Health workers. While the Government meets among itself employees are faced with foreclosures, their insurance policies are lapsing and their means of transportation are being placed on the auction blocks.  This must not be allowed to  continue”,Mr Green concluded.
